Guardrail and barrier installation involves the erection of steel W-beam, thrie-beam, wire rope safety systems, concrete Type F barriers and temporary movable barriers along active road corridors, bridge approaches and batter edges. The work sequence includes post driving or drilling into shoulders, handling heavy pre-cast concrete units with truck-mounted cranes or telehandlers, oxy-cutting and welding of rail terminals, and manual handling of rails weighing 25-40 kg. Crews operate within centimetres of live traffic travelling at posted speeds up to 110 km/h, expose themselves to struck-by risks from reversing plant, and frequently encounter buried services, unstable batter edges and silica-bearing shoulder material.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work (HRCW) and this task engages categories (n) and (o). Section 299 therefore requires a Safe Work Method Statement prepared before work commences, kept available for inspection, and reviewed under section 302 when circumstances change. Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate exposure to live traffic by planning full road closures or contraflow diversions during barrier installation where the road authority permits; schedule works during low-volume periods (night or weekend possessions).
  2. 2Substitute manual post driving adjacent to unknown services with vacuum excavation or hydro-excavation to expose services before mechanical drilling, in accordance with the SafeWork NSW Code of Practice: Excavation Work and DBYD searches lodged 5 business days prior.
  3. 3Engineer positive protection between work crews and live traffic using Type F concrete barriers or Truck-Mounted Attenuators (TMAs) rated to AS/NZS 3845.2:2017; TMA host vehicle mass and roll-ahead calculated per manufacturer specification.
  4. 4Implement a Traffic Guidance Scheme (TGS) prepared by a TfNSW-accredited designer and deployed by a ticketed Traffic Controller in accordance with AS 1742.3:2019 Manual of uniform traffic control devices β€” Traffic control for works on roads.
  5. 5Establish exclusion zones around powered mobile plant with a dedicated spotter in radio contact; reversing beepers, 360Β° cameras and flashing beacons fitted to all plant per AS 2294 earthmoving machinery standards.
  6. 6Lift pre-cast barriers using certified lifting gear inspected per AS 2550.1:2011; dogger holds High Risk Work Licence (DG) and crane operator holds CN/CV licence; exclusion zone maintained under the suspended load.
  7. 7Control respirable crystalline silica through on-tool water suppression or H-class HEPA dust extraction on all concrete cutting and drilling; air monitoring conducted where exposure may approach the workplace exposure standard of 0.05 mg/mΒ³.
  8. 8Manage hot work with a permit system, 4 kg dry chemical extinguisher within 5 m, combustible vegetation cleared to 3 m radius, and elevated Total Fire Ban restrictions checked with the NSW RFS daily.
  9. 9Conduct a documented pre-start briefing each shift covering the TGS, weather, plant movements and emergency egress; rotate crews to manage fatigue and heat exposure per the SafeWork NSW Managing the Risks of Working in Heat guide.
  10. 10Presume asbestos-containing material in bridge joints and pre-1990 road base until laboratory-cleared; if suspected, stop work and engage a licensed asbestos assessor per the SafeWork NSW Code of Practice: How to Manage and Control Asbestos in the Workplace.

  12. 12Verify every worker holds a current White Card (CPCCWHS1001); consult the workforce in developing and reviewing this SWMS under section 47 of the WHS Act 2011 (NSW), and review under section 302 of the WHS Regulation 2025 (NSW) on any incident, plant change or TGS amendment.

The task requires continuous operation of post-driving rigs, telehandlers, tip trucks, cranes and TMAs within the same footprint as ground workers positioning rails and terminals.

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a compliant SWMS before HRCW commences, and section 302 requires review when controls are revised or an incident occurs. Failure to prepare, comply with or review a SWMS may result in improvement or prohibition notices and prosecution under sections 31 (Category 2) or 32 (Category 3) of the WHS Act 2011 (NSW); reckless conduct causing exposure to death or serious injury constitutes a Category 1 offence under section 31. Current maximum penalties are published in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example

A civil contractor is engaged to replace 1.2 km of degraded W-beam guardrail along the Great Western Highway near Lithgow, NSW. The two-lane rural highway carries 8,500 vehicles per day at 100 km/h. The crew comprises two installers, a plant operator running a Movax post-driver on a 20-tonne excavator, a dogger for pre-cast terminal placement, and two traffic controllers. Before commencing, the site supervisor lodges a DBYD search identifying a Telstra optical fibre 900 mm from the barrier line, engages a vacuum excavation subcontractor to expose it, and confirms the TGS deploys a shoulder closure with a TMA positioned 30 m upstream of the crew. The SWMS is walked through with the crew at pre-start, signed under section 47 consultation, and reviewed mid-shift when weather deteriorates and the TGS is amended to reduce the taper length. All workers present current White Cards and the plant operator produces their HRW licence (HRWL) for the excavator lift chain.

Frequently asked questions

Do we still need a SWMS if TfNSW has approved the Traffic Guidance Scheme?

Yes. A TGS controls the traffic environment but does not discharge the section 299 obligation to prepare a SWMS for the HRCW itself. The SWMS addresses the installation task, plant interactions and worker exposures; the approved TGS is referenced as an input control and attached as an appendix.

Is a TMA mandatory for guardrail installation in NSW?

Not universally, but TfNSW specifications and most council contracts require positive protection where workers are exposed to traffic above defined speed and volume thresholds. Where a risk assessment identifies a credible errant-vehicle risk, a TMA or shadow vehicle rated to AS/NZS 3845.2:2017 is the recognised engineering control and its omission requires documented justification.

How do we manage silica when drilling into concrete barrier bases?

Use on-tool water suppression or H-class HEPA extraction on all core drills and saws, restrict entry to the drilling zone, and issue P2 respirators as a backup. Where exposure may approach the 0.05 mg/mΒ³ workplace exposure standard, arrange personal air monitoring by a competent occupational hygienist and record the results in the health monitoring register.

How often must this SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review when a control is revised, an incident occurs, new hazards are identified, or a health and safety representative requests it. In practice, review at each new site, at each significant TGS change, and at any near-miss involving traffic intrusion or plant movement.
