Is annual TMV testing classified as high risk construction work under WHS Regulation 2025?

Annual thermostatic mixing valve testing is not automatically high risk construction work (HRCW) under WHS Regulation 2025 Schedule 3, so a statutory SWMS is not always mandated. However, a documented safe work procedure is still required under the general risk management duty in Part 3.1. If the TMV is located in a confined space, plant room above 2 metres, or services a healthcare facility where scald injury is foreseeable, AS 4032.3 testing controls must be integrated into a SWMS-equivalent document.

Do I need a SWMS for chlorination and pipeline disinfection works?

Yes. Sodium hypochlorite and chlorine gas are Schedule 11 hazardous chemicals under WHS Regulation 2025, and dosing pipework typically involves confined space entry into pits or tanks — both HRCW triggers under Schedule 3. What is the difference between a plumbing compliance certificate and a SWMS?

A plumbing compliance certificate is a regulatory deliverable issued to the state plumbing regulator (such as the VBA, NSW Fair Trading, or QBCC) confirming the installed work meets AS/NZS 3500 and local water authority requirements. A SWMS is a worker safety document required under WHS Regulation 2025 controlling how the testing is performed safely. Both are required: the SWMS protects the technician during testing, while the compliance certificate evidences the installation outcome.

Are backflow prevention device tests required to follow a standard frequency Australia-wide?
