Natural gas pipework covers the installation, alteration, testing, purging and decommissioning of consumer piping systems carrying Type A gas β€” from the meter set through to appliance connection points β€” in commercial, industrial and multi-residential settings. The work exposes gas fitters to pressurised mains and distribution piping, flammable and asphyxiating atmospheres during purging or leak events, hot work ignition sources, confined spaces at meter enclosures and risers, and mechanical hazards from threading, pressing and heavy pipe handling. A single ignition event, incorrect isolation or failed pressure test can result in deflagration, jet fire, oxygen displacement or catastrophic structural damage.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 classifies work on or near pressurised gas distribution mains or piping (291(i)) and work in areas with a flammable atmosphere (291(l)) as high risk construction work. Section 299 requires a Safe Work Method Statement prepared before the work commences, and controls must follow the hierarchy in section 36 β€” elimination first, then substitution, engineering, administrative controls and PPE β€” supported by AS/NZS 5601.1 gas installation compliance and licensed gas fitter authorisation.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate live work wherever practicable β€” isolate at the meter or upstream valve, lock and tag out per AS 4024.1 principles, and prove de-energisation by bleeding to atmosphere at a safe vent point before any intrusive work commences.
  2. 2Substitute open-flame jointing with press-fit systems (e.g. approved gas-rated press fittings) or mechanical compression joints to eliminate hot work on or adjacent to charged piping.
  3. 3Design and install all pipework, venting, purging and pressure testing strictly in accordance with AS/NZS 5601.1:2022 Gas installations β€” General installations, including mandatory strength and tightness tests before commissioning.
  4. 4Conduct atmospheric monitoring with a calibrated 4-gas detector (LEL, Oβ‚‚, CO, Hβ‚‚S) before entry to any enclosed meter pit, riser or plant room, with continuous monitoring during work; evacuate at 10% LEL.
  5. 5Establish a hot work exclusion zone of minimum 3 m from any gas-charged component; issue a hot work permit, remove combustibles, station a fire watch with 9 kg dry chemical extinguisher, and maintain fire watch for 30 minutes post-work.
  6. 6Purge in accordance with AS/NZS 5601.1 Section 6 β€” direct purge to a safe external location clear of ignition sources, mechanical air intakes and occupied areas, using inert gas (nitrogen) where volume or configuration warrants.
  7. 7Only licensed gas fitters holding a current NSW gas fitting authorisation under the Gas and Electricity (Consumer Safety) Act 2017 (NSW) may work on consumer piping; Certificates of Compliance issued for all installation work.
  8. 8Confined space entry into meter pits and enclosed plant spaces conducted under AS 2865:2009 β€” written entry permit, standby person, retrieval harness, and communications plan.
  9. 9Fall protection for elevated pipework in accordance with AS/NZS 1891 series β€” travel restraint preferred over fall arrest; scaffolding to AS/NZS 1576 for extended riser work.
  10. 10PPE: flame-resistant coveralls (AS/NZS 4824), safety footwear (AS/NZS 2210.3), impact eye protection (AS/NZS 1337.1), hearing protection (AS/NZS 1270) for powered tool use, and cut-resistant gloves for pipe handling.
  11. 11Emergency response: documented gas leak response procedure, Jemena/network operator emergency contacts posted, isolation valve locations mapped, and adjacent occupants notified before commissioning or purging.
  12. 12All workers hold White Card (CPCCWHS1001); SWMS developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls change, an incident occurs or work method is altered.

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a compliant SWMS prepared before HRCW commences, kept accessible on site, and reviewed under section 302 whenever controls change, an incident occurs or workers request review. Failure exposes the PCBU to Category 1 (reckless conduct) or Category 2 offences under sections 31 and 32 of the WHS Act 2011 (NSW), with penalties applied per the current SafeWork NSW penalty schedule for both bodies corporate and officers.

Worked example

A commercial plumbing contractor was engaged to install a new 65 mm medium-pressure gas riser and connect six tenancy meter sets in a mixed-use development at Rhodes, NSW. Because the tie-in point was on a live Jemena distribution main and purging occurred within an enclosed ground-floor meter room, the work triggered section 291(i) and (l) of the WHS Regulation 2025 (NSW). The SWMS was reviewed with the two licensed gas fitters and apprentice under section 47 of the WHS Act, and a hot work permit issued. The team isolated upstream, verified zero pressure, purged with nitrogen to an external vent above the awning line, and used press-fit fittings to eliminate open-flame jointing near the charged riser. Continuous 4-gas monitoring maintained readings below 5% LEL throughout. A section 302 review was triggered mid-project when the head contractor altered the meter room ventilation design, and controls were updated before recommencing.

Frequently asked questions

Does all natural gas pipework require a SWMS in NSW?

A SWMS is required under section 299 of the WHS Regulation 2025 (NSW) whenever the work meets the definition of high risk construction work in section 291. Work on or near pressurised gas distribution mains or piping (291(i)) and work in a flammable atmosphere (291(l)) both apply to routine gas fitting, so a SWMS should be prepared for essentially all live or commissioning work.

Who can lawfully perform natural gas pipework in NSW?

Only individuals holding a current gas fitting authorisation issued under the Gas and Electricity (Consumer Safety) Act 2017 (NSW) may perform, supervise or certify gas fitting work on Type A consumer piping. A Certificate of Compliance must be issued for the installation work, independent of the SWMS obligation.

How does the SWMS interact with AS/NZS 5601.1?

The SWMS documents the WHS controls for the workers performing the task. AS/NZS 5601.1:2022 is the technical standard for how the installation itself must be designed, tested and purged. Both apply concurrently β€” the SWMS references the standard's testing and purging requirements as engineering controls.

When must the SWMS be reviewed?

Under section 302 of the WHS Regulation 2025 (NSW) the SWMS must be reviewed and if necessary revised whenever the control measures are revised, a change occurs at the workplace, a new hazard or risk is identified, a notifiable incident occurs, or a health and safety representative requests review. Records of each review should be retained on the project file.
