Receiving, storing, transporting and loading commercial explosives β bulk ANFO, emulsion, electric and non-electric detonators, cast boosters and primers β is among the highest-consequence work performed on Australian mine sites, quarries and civil blasting projects. A single deviation from established loading sequence, magazine separation distance or stray-current control can initiate the charge prematurely, killing the shotfiring crew and anyone inside the exclusion zone. WHS Regulation 2025 Part 3.1 requires the PCBU to identify reasonably foreseeable hazards and implement controls under the hierarchy, while AS 2187.2:2006 mandates licensed shotfirer supervision, segregated magazines, and documented loading procedures. Worked example

Licence titles and classes differ between states, so confirm the authority your own regulator issues rather than assuming a national equivalent. How does the SWMS deal with stray current near radio transmitters and powerlines?
By removing the susceptible detonator wherever it can. The first control eliminates electric detonators entirely in favour of shock-tube or electronic systems on any site with HV powerlines, mobile plant radios or cathodic protection within 200 m. Where electric detonators remain, radio silence, mobile phone shutdown and HV de-energisation are enforced within the prescribed clearance distance from primer entry through to tie-in completion. Static during pneumatic ANFO loading is a separate problem with a separate control: bond and earth the loading hose, charge truck and hole collar, then verify continuity with a calibrated resistance meter before each shift and log the reading.
What does the SWMS require after a misfire?
A waiting period before anyone approaches the face, treated as a hold point rather than a judgement call. Delayed detonation catching the person who walked back in is the classic fatality in this work, so the controls apply a 30-minute minimum re-entry period after a misfire and after post-blast fume dispersal, with the atmosphere verified by gas monitor before any worker approaches. Post-blast nitrous oxide and fumes cause pulmonary oedema that can present hours later, particularly in poorly ventilated underground rounds.
