Building Automation System (BAS) installation involves the integration of control panels, field controllers, sensors, actuators and communications cabling that regulate HVAC, lighting, access and energy systems across commercial and institutional buildings. The work typically requires access above ceilings, in plant rooms, on roof plant and in electrical switchrooms, with concurrent exposure to energised low-voltage supplies, extra-low-voltage control circuits, sharp sheet-metal edges, dust from ceiling penetrations and shared access with other trades during fit-out.
Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work (HRCW). BAS installation routinely engages section 291(a) β risk of a fall greater than two metres β and section 291(k) β work on or near energised electrical installations or services. Section 299 requires a Safe Work Method Statement to be prepared before HRCW commences, kept accessible, and complied with. Controls follow the hierarchy in section 36, prioritising elimination of energised work and de-energised isolation over administrative measures and PPE.

- 1Eliminate live work: de-energise, isolate, lock, tag and test-for-dead all circuits at the origin before opening BAS panels, MCCs or field devices, in accordance with AS/NZS 4836 and section 140β150 of the WHS Regulation 2025 (NSW). Live work is undertaken only where isolation is not reasonably practicable and a written live-work risk assessment is authorised.
- 2Substitute in-situ core drilling with pre-cast penetrations, existing service risers or wireless BAS field devices to eliminate silica dust generation at the source.
- 3Engineered fall prevention: use mobile elevating work platforms (EWPs) with guardrails compliant with AS 2550.10 in preference to ladders; where ceiling voids are entered, install temporary edge protection and load-rated crawl boards to prevent falls through fragile surfaces (section 291(a)).
- 4Engineered electrical safety: fit RCDs (30 mA) to all portable equipment per AS/NZS 3012, use insulated tools rated to the working voltage per AS/NZS IEC 60900, and confirm test instruments comply with AS/NZS 61010 CAT III/IV as appropriate.
- 5Silica and dust control: use on-tool H-class extraction or wet-cut methods for concrete drilling per the SafeWork NSW Code of Practice for Managing the Risks of Respirable Crystalline Silica from Engineered Stone in the Workplace and the general silica dust guidance; air monitoring where the WES may be approached.
- 6Asbestos management: obtain and review the building's asbestos register (WHS Regulation 2025 section 425) before penetrating any pre-2004 fabric; ceased work and licensed removalist engaged if suspect ACM is disturbed, per the Code of Practice: How to Manage and Control Asbestos in the Workplace.
- 7Service location: obtain as-built drawings, use a calibrated cable/pipe locator and non-destructive scanning before all penetrations; a permit-to-penetrate is issued by the building owner or head contractor.
- 8Manual handling controls: use trolleys, cable rollers and two-person lifts for UPS batteries and panels >20 kg; team-lift threshold specified in the site safety plan and consistent with the Hazardous Manual Tasks Code of Practice.
- 9Confined space management: where a ceiling void, riser or duct meets the definition in AS 2865 and WHS Regulation 2025 section 62, entry occurs only under permit with atmospheric testing, standby person and rescue arrangements.
- 10Laser safety: fibre terminations conducted with the laser source disabled; only Class 1/1M sources used for OTDR testing per AS/NZS IEC 60825.1; warning signage displayed at both ends.
- 11PPE as the last line: safety helmet (AS/NZS 1801), safety eyewear (AS/NZS 1337.1), hearing protection (AS/NZS 1270), cut-5 gloves, arc-rated clothing for authorised live work (AS/NZS 4836), P2 respiratory protection (AS/NZS 1716) fit-tested per AS/NZS 1715, and Type 1 fall arrest harness (AS/NZS 1891.1) where fall restraint cannot be engineered out.
- 12Competency, consultation and review: all workers hold CPCCWHS1001 (White Card) and, for electrical work, a current NSW electrical licence; the SWMS is developed in consultation with workers under section 47 of the WHS Act 2011 (NSW) and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever the work method changes, a control fails, or a notifiable incident occurs.

High-Risk Construction Work triggered
BAS installation requires access above suspended ceilings, from EWPs and ladders, and in plant rooms and roof spaces where falls exceeding 2 metres are foreseeable.
Termination, testing and commissioning of BAS controllers occurs within energised switchboards, MCCs and adjacent to live building supplies even where the BAS circuits themselves are isolated.
Under section 299 of the WHS Regulation 2025 (NSW), a SWMS must be prepared before HRCW commences, complied with, and kept available for inspection; section 302 requires review whenever controls are revised or an incident occurs. Failure to prepare, comply with or produce a SWMS exposes the PCBU and officers to Category 1 and Category 2 offences under sections 31 and 32 of the WHS Act 2011 (NSW). Worked example
A data-comms contractor is engaged to install a BACnet-based BAS across three levels of a refurbished commercial tower in Parramatta. Work includes running Cat 6A control cabling above suspended ceilings at 3.2 m, mounting DDC panels in the level-4 plant room adjacent to the building's main switchboard, and core-drilling four 100 mm penetrations through the level-2 slab. Before mobilisation the site supervisor obtains the building's asbestos register (the tower was constructed in 1988), confirms vermiculite is present in a level-1 riser, and reroutes cabling to avoid it. Ceiling access is provided via a scissor lift certified to AS 2550.10 rather than A-frame ladders. The BAS panel is connected only after the electrical contractor isolates the sub-main, applies a personal danger lock and tag, and the licensed electrician tests for dead using a CAT IV multimeter. Core drilling uses on-tool H-class extraction and a water-fed diamond bit. The SWMS is signed on by all workers, reviewed after a scope change to add roof plant sensors, and produced on request during a SafeWork NSW site visit.

Frequently asked questions
Is BAS installation always high risk construction work in NSW?
Yes, in almost all cases. BAS installation typically involves either work above 2 metres (section 291(a)) β including ceiling void access, EWP work and plant rooms β or work on or near energised electrical installations (section 291(k)), or both. A SWMS is therefore required under section 299 of the WHS Regulation 2025 (NSW) before work commences.
Do BAS technicians need an electrical licence in NSW?
Any work on the 230/400 V supply to a BAS panel β including final connection, isolation and live testing β must be performed by a person holding a current NSW electrical licence. Extra-low-voltage BAS control wiring (typically <50 V AC / 120 V DC) is exempt from licensing but must still comply with AS/NZS 3000 clearances from LV wiring and be installed by a competent person.
How does this SWMS address asbestos in older buildings?
The SWMS mandates review of the building's asbestos register (required under section 425 of the WHS Regulation 2025 (NSW)) before any penetration or ceiling-void entry. If suspect ACM is identified or disturbed, work stops and a licensed asbestos removalist is engaged in accordance with the Code of Practice: How to Manage and Control Asbestos in the Workplace.
When must the SWMS be reviewed?
Under section 302 of the WHS Regulation 2025 (NSW), the SWMS must be reviewed and revised whenever the work method changes, a control measure is found to be ineffective, new equipment or personnel are introduced, or a notifiable incident occurs.
