Rail Industry SWMS

Rail construction and maintenance in Australia operates under the national Rail Safety National Law (RSNL), administered by the Office of the National Rail Safety Regulator (ONRSR). State track operators (Transport for NSW, Metro Trains Melbourne / V/Line, Queensland Rail, ARTC, Transperth) each publish their own Network Rules and Working Instructions, which sit above the base WHS Regulation. Rail work also intersects with the model WHS Regulation Reg 291: demolition of structures (Cat. 1), work near energised OHL (Cat. 11), and work in or near traffic corridors (Cat. 15). This category covers track and switch maintenance, rail thermite and flash-butt welding, overhead line (OHL) and traction power work, signalling and communications installation, track possessions and protection, and hi-rail and on-track plant operation. Each SWMS references the relevant ONRSR standard, the applicable state track operator's Network Rules, and the WHS Regulation HRCW categories.
