Does this SWMS serve as the scaffold inspection or handover record?
No. The SWMS requires that the perimeter scaffold be erected to AS/NZS 1576 with edge protection and be inspected and tagged weekly, but the scaffold documentation itself β erection, handover, and inspection tags β sits outside the SWMS and must be maintained separately. It also does not replace trade licensing or the verification of competency a principal contractor may require.
