Anhydrous ammonia (NH3) industrial refrigeration plant maintenance covering charge management, valve isolation, leak-detection audit, SCBA emergency response, engine-room ventilation and decant procedures for cold-storage and food-processing systems. Triggers WHS Regulation Part 7.1 (Hazardous Chemicals), AS/NZS 5149 compliance and State Dangerous Goods notification thresholds.

Hazards identified

3 hazards covered, sorted by priority.

Anhydrous ammonia release — toxic inhalation and chemical burnsHIGH

Pulmonary oedema, fatal asphyxiation, severe corneal damage

Engine-room oxygen deficiency / confined space entryHIGH

Loss of consciousness, asphyxiation within minutes

Trapped liquid ammonia in isolated pipeworkHIGH

Hydraulic rupture, violent NH3 jet on breaking joints

Control measures

Hierarchy-of-controls order: elimination → substitution → isolation → engineering → administrative → PPE.

  1. 1Lockout-tagout with positive pump-down, line break permit and dual-valve isolation verified before any joint disturbance.
  2. 2Continuous fixed and personal NH3 detection (25/35 ppm alarms); SCBA donned above 350 ppm IDLH.
  3. 3Two-person entry with rescue plan, forced ventilation, gas-test record and emergency decontamination shower within 10 metres.

Applicable Codes of Practice

WHS Regulation Part 7.1 — Hazardous Chemicals⚖ Legally binding · 1 Jul 2026

Manifest, placarding, risk control for Schedule 11 ammonia

AS/NZS 5149 Refrigerating systems and heat pumps

Design, installation, operation and maintenance of NH3 plant

High-Risk Construction Work triggered

10
Work involving hazardous chemicals

Anhydrous ammonia is Schedule 11 hazardous chemical; maintenance disturbs charged pressurised system.

11
Work in or near a confined space

Engine rooms and pits become confined spaces during NH3 leak or purge events.

Legal consequence

HRCW SWMS mandatory under Reg 291; PCBU fines to $30,000.
