Is insulation installation classed as high-risk construction work under WHS Regulation 2025?
Insulation work becomes High Risk Construction Work (HRCW) when it triggers any criterion in WHS Regulation 2025 clause 291 β most commonly working at height above 2 metres in roof spaces, working in or near a confined space such as a sealed ceiling cavity, or work involving asbestos. A SWMS is mandatory before work starts. Routine batt install in an accessible wall frame at ground level may not be HRCW, but ceiling and roof-space work almost always is.
Do I need a separate SWMS for asbestos-containing insulation removal?
Yes. Asbestos removal is regulated under WHS Regulation 2025 Part 8 and requires a licensed removalist for more than 10 mΒ² of non-friable, and a Class A licence for any friable asbestos including pipe lagging. The asbestos removal control plan and SWMS are distinct documents β the SWMS addresses the work method and the control plan addresses the asbestos-specific containment, decontamination, and air monitoring requirements under the How to Safely Remove Asbestos Code of Practice.
What are the clearance requirements around downlights when installing ceiling insulation?
AS/NZS 3000 (Wiring Rules) and AS 3999 require insulation to be kept clear of non-IC-rated recessed luminaires, transformers, and flue penetrations to prevent fire. Typical clearance is 200 mm unless the fitting is marked IC (insulation contact) or IC-F rated. SWMS must require installers to verify luminaire ratings, install clearance barriers or guards where needed, and document electrical isolation before entering the ceiling space.
What respiratory protection is required for spray polyurethane foam insulation?
Spray polyurethane foam (SPF) releases isocyanates (MDI), which are respiratory sensitisers with a workplace exposure standard under the Safe Work Australia HCIS. AS/NZS 1715 and 1716 require supplied-air respirators or, at minimum, full-face powered air-purifying respirators with combined organic vapour and particulate filters during application, plus controlled re-entry times. The SWMS must specify RPE, ventilation, exclusion zones, and health monitoring under WHS Regulation 2025 clause 368.
Does a SWMS replace a JSA for insulation work in Australia?
A SWMS is a legally required document for HRCW under WHS Regulation 2025 clause 299 and must address hazards, controls, and how controls are implemented and monitored. A JSA (Job Safety Analysis) is a risk assessment tool with no specific legal status. For insulation work that meets HRCW thresholds β working at height, confined spaces, asbestos β a compliant SWMS is mandatory; a JSA alone does not satisfy the regulator.
