Is tile cutting classified as high-risk construction work requiring a SWMS?
Tile cutting itself is not automatically high-risk construction work, but it becomes HRCW under WHS Regulation 2025 clause 291 when it generates respirable crystalline silica dust, is performed at heights above two metres, or occurs near energised services. Following the 2024 amendments to the Crystalline Silica Substance provisions, any cutting, grinding or polishing of stone and engineered products requires documented exposure controls. A SWMS is mandatory before work commences and must remain accessible on site.
What's the difference between a tiling SWMS and a waterproofing SWMS?
A tiling SWMS focuses on manual handling of heavy tiles, silica dust from cutting, adhesive chemical exposure, slip hazards on wet substrates, and knee and back strain. A waterproofing SWMS addresses solvent vapour exposure from primers and membranes, confined space risks in shower recesses, working at heights on balconies, and AS 3740 and AS 4654.2 compliance. Many contractors hold both trades and need separate SWMS because the hazard profiles, controls and applicable standards differ substantially.
Do I need a state-specific SWMS for tiling work in Victoria or Queensland?
SWMS content requirements are harmonised under the model WHS Regulation 2025 across most jurisdictions, so a properly drafted SWMS is portable. However, Victoria operates under the OHS Regulations 2017 with slightly different format expectations, and Western Australia transitioned to harmonised laws in 2022. The technical controls referencing AS 3740-2021 and AS 4654.2-2012 apply nationally. State-specific licensing for waterproofing under the QBCC in Queensland or NSW Fair Trading remains separate from the SWMS itself.
Does waterproofing a balcony require a working at heights SWMS as well?
Yes, when the balcony edge presents a fall risk of two metres or more, waterproofing work is classified as high-risk construction work under WHS Regulation 2025 clause 291(a). You need either a combined SWMS covering both membrane application and fall prevention, or two coordinated documents. Controls must align with the Managing the Risk of Falls Code of Practice, including edge protection, harness systems where temporary, and exclusion zones. AS 4654.2-2012 detailing requirements often demand work right to the edge.
What chemical exposure controls must a waterproofing SWMS include?
A compliant SWMS must reference the Safety Data Sheet for each primer, membrane and sealant, identify exposure standards from the Workplace Exposure Standards for Airborne Contaminants, and document ventilation, respiratory protection and skin protection controls. Solvent-based polyurethane membranes commonly used in wet areas contain isocyanates, requiring specific health monitoring under WHS Regulation 2025 Schedule 14. The Managing Risks of Hazardous Chemicals Code of Practice requires the hierarchy of controls to be applied and documented in the SWMS.
