Q:Do earthmoving operators need a licence?
Earthmoving plant (dozers, graders, loaders) does not require a high-risk work licence under WHS Regulations. However, operators must be trained and assessed as competent. Some employers require a civil construction plant operator certification.
Q:Is a SWMS required for earthmoving?
A SWMS is required when earthmoving involves HRCW — most commonly excavation exceeding 1.5m depth. For general grading and site preparation at shallow depths, a SWMS is best practice.
