What This SWMS Covers

This SWMS covers plumbing work including water supply installation, sanitary plumbing and drainage, stormwater drainage, gas fitting, roof plumbing (gutters, downpipes, flashings), hot water system installation, and maintenance/repair of existing plumbing systems. Plumbing work frequently involves HRCW through trenching for underground drainage (excavation >1.5m), work at heights for roof plumbing, and work near pressurised gas lines.

Who Needs This SWMS

Licensed plumbers, drainers, gas fitters, roof plumbers, plumbing apprentices under supervision, principal contractors engaging plumbing subcontractors

Key Hazards & Control Measures

HazardRisk LevelControl MeasuresHierarchy
Trench collapse (drainage excavation)FatalTrench shoring/shielding for depths >1.5m, benching/battering for wider excavations, competent person inspection, no workers in unshored trenchEngineering
Falls from height (roof plumbing)Fatal / CriticalEdge protection on roof perimeter, harness + static line for work on pitched roofs, scaffolding for gutter replacementEngineering / PPE
Gas exposure / explosion (gas fitting)FatalPressure testing before commissioning, leak detection fluid and gas detector, ventilation of work area, no ignition sources, licensed gas fitter onlyAdministrative / Engineering
Contact with sewage / biological hazardsSeriousHep A/B vaccination for workers handling sewage, PPE (gloves, face shield, overalls), hygiene facilities, no eating/drinking in work areaPPE / Administrative
Hot work burns (soldering, brazing)ModerateFire-resistant mat behind joints, fire extinguisher within 3m, hot work permit on construction sites, cool-down period before leavingAdministrative / PPE
Working in confined spaces (pits, chambers)CriticalConfined space entry permit, atmospheric monitoring (O₂, LEL, H₂S), rescue plan and standby person, ventilationAdministrative / Engineering
Underground service strikesFatalDBYD enquiry, potholing to expose services, hand-dig within tolerance zone, cable/pipe locatorAdministrative / Engineering
Manual handling (pipe, fittings, water heaters)ModerateMechanical aids for heavy items, team lifts for water heaters, correct pipe carrying techniqueEngineering / Administrative
Noise exposure (core drilling, jackhammering)ModerateHearing protection (Class 5), noise assessment for sustained use, quieter methods where feasiblePPE / Substitution
Asbestos exposure (older buildings)CriticalIdentify asbestos-containing materials before work, licensed asbestos removalist for >10m², asbestos management plan, P3/P2 RPEAdministrative / PPE

Frequently Asked Questions

Q:When is a SWMS required for plumbing work?
A SWMS is required when plumbing work involves HRCW — most commonly trenching deeper than 1.5m, work at heights above 2m (roof plumbing), or work in confined spaces. General ground-level plumbing in new construction is best practice but not legally mandated.
Q:Does gas fitting require a separate SWMS?
Gas fitting can be included in a general plumbing SWMS if the hazards and controls are adequately addressed. However, for complex gas installations, a dedicated gas fitting SWMS is recommended to ensure all gas-specific hazards are covered.
Q:Do I need an asbestos SWMS for plumbing in older buildings?
If your plumbing work involves disturbing asbestos-containing materials, you need a separate asbestos removal SWMS and a licensed asbestos removalist. The plumbing SWMS should identify asbestos as a hazard and include a control measure to stop work and engage a specialist.
