What This SWMS Covers

This SWMS covers concreting operations including footing and slab preparation, concrete pumping and placement, finishing (screeding, floating, trowelling), formwork erection and stripping, precast/tilt-up panel erection, concrete cutting and grinding, and post-tensioning. Concreting involves multiple HRCW categories: work at heights on elevated slabs, tilt-up/precast erection, excavation for footings, and work near mobile plant.

Who Needs This SWMS

Concreters, concrete finishers, formwork carpenters, concrete pump operators, steel fixers, principal contractors managing concrete pours

Key Hazards & Control Measures

HazardRisk LevelControl MeasuresHierarchy
Contact with wet concrete (cement burns)SeriousWaterproof gloves and gumboots, long pants tucked into boots, wash skin immediately on contact, pH-neutral wash stations availablePPE / Administrative
Silica dust (cutting, grinding cured concrete)CriticalWet cutting mandatory, dust extraction, P2 RPE, silica management plan per Safe Work Australia guide, health monitoringEngineering / PPE
Falls from height (elevated slabs, formwork)FatalEdge protection before pour commences, penetration covers secured and marked, fall arrest for leading-edge workEngineering / PPE
Concrete pump failure / boom strikeFatalExclusion zone around boom, outriggers fully extended on firm ground, spotter for boom movement, pump operator competency verificationAdministrative / Engineering
Tilt-up panel collapseFatalEngineered lift plan, certified rigging, exclusion zone during lift and bracing, bracing design by engineer, no work under suspended panelsEngineering / Administrative
Formwork collapseFatalFormwork design by competent person (engineer for >4m), inspection before pour, progressive loading schedule, back-proppingEngineering / Administrative
Manual handling (steel mesh, rebar, formwork)ModerateMechanical lifting (crane/excavator) for mesh and rebar, team lifts for formwork, mesh carried flat not rolledEngineering / Administrative
Plant interaction (agitators, pumps, bobcats)FatalTraffic management plan, spotters, exclusion zones, high-vis clothing, no workers near reversing plantAdministrative / PPE
Noise exposure (vibrators, cutting, grinding)ModerateHearing protection, noise assessment for sustained operations, quieter vibrators where availablePPE / Substitution
Heat stress (outdoor pours in summer)ModerateWork-rest regimes, shade, hydration stations, early morning pours in high-heat periods, monitoring for heat illness symptomsAdministrative

Frequently Asked Questions

Q:Is a SWMS required for concreting?
A SWMS is required when concreting involves HRCW — elevated slabs (work at height), tilt-up panel erection, excavation for footings deeper than 1.5m, or work near mobile plant. Ground-level residential slabs may not trigger HRCW but a SWMS is strongly recommended.
Q:What are the silica risks in concreting?
Cutting, grinding, or drilling cured concrete generates respirable crystalline silica (RCS) dust, which can cause silicosis — a serious and irreversible lung disease. Wet cutting is mandatory. The current RCS WES is 0.05 mg/m³.
Q:Who is responsible for the SWMS on a concrete pour?
The PCBU performing the concreting work is responsible for preparing the SWMS. On construction sites, the principal contractor must ensure a compliant SWMS is in place before HRCW commences and that workers are inducted into it.
